Police hunt man in connection with sexual assault This is Devon -- Police have released a series of CCTV images of a man they would like to speak to in connection with a sexual assault in Taunton. A 20-year-old woman was followed by a man as she walked through the town centre at 2.35am on November 27, before she was grabbed and sexually assaulted near Kilkenny House on Cheddon Road. The first images show a man on a bicycle in The Parade at about 2.11am and then by the Pitcher and Piano pub off Corporation Street. He is then shown with without his bike and with his hood up walking past the Money Shop in North Street and then the Crown and Sceptre pub in Station Road. The man in the images is described as white, about 5ft 8ins, of skinny build, in his late thirties, with stubble. He was wearing a green jacket with a hood over the top of a light coloured grey or white hooded top, and loose fitting cream or light coloured trousers. He was generally scruffy looking. Investigating officer, Detective Constable Darren Bowden, said: "Following further investigative work we are now able to release this series of images which shows a man initially cycling past the victim, who is not pictured, and then later walking behind her through the town centre. "It was a period of around 20 minutes from the first CCTV image to the time the victim was assaulted. "I can confirm we are taking a close look into whether there is a link between this incident and any others in the area. "Two men previously arrested in connection with this investigation have been released without charge and we are now focussing on identifying the man in these images and we are asking the public to help us with this. "If you think your recognise him, please call in with a name or any information you have – it could prove to be crucial to our inquiry." Call Avon and Somerset police on 101 with any information. Christmas arrests for seven people wanted by Leicestershire Police This is Leicestershire -- Christmas was cancelled for seven suspected criminals who had ignored warnings to turn themselves in. The five men and two women were arrested on Christmas Eve and the big day itself as part of Operation Tiger, Leicestershire Police's campaign to track down people it believes are involved in crimes such as burglary, drug dealing and handling stolen goods. All seven had been sent Operation Tiger Christmas cards several weeks ago warning them courts had issued warrants for their arrest. The cards urged them to turn themselves in or face arrest during the festive season, including Christmas Day and Boxing Day. Police had visited the suspects' homes before but had not found them there. Officers predicted the fugitives were more likely to be at home for Christmas than any other days of the year. Assistant Chief Constable Phil Kay said: "I hope these arrests send a clear message to those involved in crime that Leicestershire Police will always track you down, even on Christmas Day. "Earlier this month we sent over 200 Christmas cards to suspects which urged them to hand themselves in or face being arrested by officers over the festive period. "The seven people arrested on Christmas Eve and Christmas Day clearly ignored this warning and have found out the hard way that Leicestershire Police keeps its promises. "Further arrests will continue to be made over the festive period and into the New Year to help disrupt criminal activity and keep the people of Leicester, Leicestershire and Rutland safe." Officers made the following arrests on Christmas Eve: A man was arrested in Netherhall, Leicester for failing to appear in court for an alleged breach of a sex offenders' order. A man was arrested from Rutland Avenue, Aylestone, Leicester for failing to appear in court to face a charge of criminal damage. A woman was arrested from Broughton Road, off Saffron Lane,Leicester for failing to appear in court in connection with alleged fraud offences. A man was arrested in Gallowtree Gate, Leicester city centre for failing to appear in court for a theft charge. A man was arrested in the Braunstone area of the city for recall to prison. Officers executed further arrest warrants on Christmas Day. These were: A burglary suspect was arrested in Melton for failing to appear at Leicester Crown Court. A woman was arrested from Melton Mowbray for failing to appear at Leicester Magistrates' Court. A further seven addresses in Shepshed, Loughborough, Barrow Upon Soar, Braunstone and Leicester were visited by officers on Christmas Day in an attempt to arrest three further men wanted for burglary and breach of licence conditions. None of the three were found. They included 34-year-old Daniel Perry, who is from the Shepshed area. Earlier this week, the force revealed it was offering a £1,000 reward to anyone who leads them to Mr Perry. Officers want to trace him in connection with an incident on Monday, September 9, during which a stolen car was rammed into a police vehicle, injuring the officer inside. Officers had been tailing the car from Whitwick and attempted to stop it when it reached Shepshed. A female passenger in the car was arrested while the driver, believed to be Perry, fled. Police found stolen goods in the car. Mr Perry has previous convictions for car crime and burglary. Officers believe he is still in the Loughborough and Shepshed area and may be staying with friends. A Turkish prosecutor accused police of obstructing his pursuit of a high-level graft case on Thursday as the prime minister Tayyip Erdogan's government weathered a storm of allegations of corruption and cronyism.

Three ministers have resigned after learning their sons were among dozens of people detained on 17 December amid an investigation into corrupt procurement practices, which has exposed Turkey's deep institutional divisions and left the premier facing a crisis that could prove the most formidable in his 11 years in power.

Erdogan responded to news of the resignations by replacing half his cabinet with loyalists on Wednesday. As investors took fright, the lira plummeted on Thursday to an all-time low.

Turkey's newly appointed interior minister, Efkan Ala, who will be in charge of the nation's domestic security, is thought to be particularly close to Erdogan. The Turkish leader has delivered a series of fiery speeches in which he has dismissed investigation as a foreign-orchestrated "dirty plot" designed to unsettle the country before critical elections in March, and sacked or reassigned some 70 of the police officers involved.

In a letter addressed to the Turkish media, prosecutor Muammer Akkas said he had also been removed from the case, which he described as compromised by police who had refused to comply with his orders to take more suspects into custody.

"By means of the police force, the judiciary was subjected to open pressure, and the execution of court orders was obstructed," Akkas said.

"A crime has been committed throughout the chain of command ... Suspects have been allowed to take precautions, flee and tamper with the evidence."

The statement did not name any of the accused.

Turkey's chief prosecutor Turhan Colakkadi said Akkas had been removed from the case because he leaked information to the media and failed to give his superiors timely updates about the investigation as required.

The director of a Paris theatre was arrested on Thursday after trying to force his way into the Elysée presidential palace by crashing his car against its gates.

A security cordon was thrown around the building after police took 67-year-old Italian Attilio Maggiulli into custody on charges of damaging a public utility, endangering lives and violence against a public servant with an weapon, his car.

The suspect wanted to bring to President François Hollande's attention the cuts in public subsidies to his theatre, the Comédie Italienne, police said. He was reported to have sprayed his car with white spirit and "lightly tapped" the gates "at a slow speed" at around 10am.

"The man was immediately arrested," said a police spokesperson, adding: "He wanted to draw attention to the financial difficulties of the theatre he runs."

Police said they had cautioned Maggiulli the previous day, Christmas Day, after he had jumped out of his car near the Elysée and set fire to a harlequin doll he had sprinkled with white spirit. "He also threw leaflets on the street in which he attacked the reduction of subsidies for his theatre. He was arrested, questioned then released shortly afterwards without charge," police said.

The present-day Comédie Italienne on the rue de la Gaité in Paris's 14th arrondissement was founded in 1980 by Maggiulli after the closing of the Teatrino Italiano. It is the only Italian theatre in France and only performs plays by Italian writers translated into French.

In 1999, Maggiulli went on hunger strike until the French government cancelled a tax bill and gave his theatre "non-profit making organisation" status. It is the kind of move that would prompt a weary groan from the hoary old battleaxe Endeavour Morse.

For now the constabulary covering the area in which Morse actor John Thaw called home has decided to completely scrap the rank of chief inspector – to which Morse rose during his detective career.

Wiltshire Police's chief constable Patrick Geenty said reorganising the structure of the police force was needed to slim down the upper ranks and focus more on bobbies on the beat.

He said that after the rank of chief inspector is done away with, other senior ranks will also be 'looked at' as part of the major review.

Always one to defy authority, John Thaw's chief inspector Morse was famous for going against his superior in the Oxford force, namely Superintendent Strange, played by another Wiltshire actor, the late James Grout.

But the real-life Morses of Wiltshire police will not be forced out of the police, Mr Geenty promised. Instead, the rank will be decommissioned gradually, with 'natural turnover' over a 'longer period of time' seeing the last chief inspectors eventually disappearing.

Mr Geenty said he wanted a 'flatter' structure with more junior officers, like constables and sergeants taking more responsibility.

The chief constable and the police commissioner, Angus MacPherson, have been wrestling with more budget cuts from central Government, but Wiltshire is believed to be the first police force in the country to do away with such a prestigious rank altogether.

"I want to create an empowered workforce where our staff feel capable and confident in making decisions that ultimately have the best interests of the public in mind," said Mr Geenty. "That means flattening our structure, reducing bureaucracy and closing the gap between what is happening on the frontline and what is being said at a leadership level.

"Our mission is to provide our communities with the best possible service and protect them from harm. To do this we need to be bold, innovative and courageous in the way we approach policing and that really needs to start with the way our organisation is structured.

"It's important that we are able to react quickly and effectively when the public need us – part of that relates to the technology we use but a bigger part is around the human side of things.

"Clearly the removal of any rank structures, whether they are police officer or police staff, requires careful and considered management. This is not something that we can achieve overnight nor would we want to.

"It will start with the removal of the chief inspector rank but we will be reviewing other senior police officer and staff ranks and roles too. The force has no immediate plans to use forced exit procedures, such as A19, for the officers involved and we will instead be relying on natural turnover over a longer period of time.

"We'll be working closely with the individuals concerned throughout this process, as we will their staff associations, to ensure that the new structure is robust, resilient and utilises the expertise and knowledge of the current incumbents," he added.

Wiltshire's Police Federation has slammed the move, saying that when it was tried in other forces in the 1990s, police chiefs soon reinstated the rank.

A statement from the federation said: "This is further evidence of the continued impact of the Government cuts to the policing budget. The force states this is essential to reduce bureaucracy.

"This is something that we support 100 per cent but we are yet to be convinced that the removal of the chief inspector rank will have any significant effect on achieving this particularly on the frontline. Police have offered a £1,000 reward for help tracking down a suspect who went on the run three months ago.

Officers want to trace 34-year-old Daniel Perry in connection with an incident on Monday, September 9, in which a stolen car was rammed into a police vehicle, injuring an officer inside.

Officers had been tailing the car from Whitwick and attempted to stop it when it reached Shepshed.

After the collision, a female passenger in the car was arrested while the driver, believed to be Perry, fled the scene.

Police found stolen goods in the car.

Perry, who is from Shepshed, has previous convictions for car crime and burglary.

Officers believe he is still in the area and might be staying with friends.

A number of homes Perry has been linked to in the past have been visited in a fruitless search.

Police have also produced a "wanted" poster, which has appeared throughout both towns.

However, more than three months on, Perry remains at large.

Now, the force has decided to offer a reward in the hope that one of his associates will be tempted by the cash, or he has been spotted by a member of the public who has not yet come forward with the information.

Inspector Nathan Kirk, commander of Loughborough police, said: "We believe he is still frequenting the area. We issued an appeal in September requesting information about Perry's whereabouts but, unfortunately, he has not been traced.

"We are asking that you take a moment to look at the photo. Do you recognise this man? Do you know where he may be?

"This man is wanted for numerous criminal offences committed in Loughborough, Shepshed, Hathern, Sileby and Coalville.

"Be assured that all information will be treated in the strictest confidence."

Crimestoppers, the charity which enables people to pass information to the police anonymously, is supporting the force in the search.

Zuffar Haq, of Crimestoppers in Leicestershire, said: "A police officer has been injured and this man has been linked, by police, to a number of offences in the Loughborough and Shepshed areas.

"It's vital the police are given the information they need.

"I would urge people to call Crimestoppers if they have any information about this man's whereabouts."

The crash happened just before 2.30pm last Tuesday in Green Lane, Clifton, at its junction with the A453. Concerns are growing for Gemma, whose disappearance is described by police as "out of character". The 19-year-old was last seen at 4pm on Sunday, when she left her house in Maynard Road to go to the Fulford Fish Bar in Fulford Road. She did not return home and the Bristol Post understands she did not appear to have made any preparations for being out overnight. The decision was announced this morning by Chief Constable Neil Rhodes, whose own future was decided earlier this month. "I wanted to move as quickly as possible to secure a stable chief officer team,. Keith Smy has been acting as Lincolnshire's Deputy Chief Constable since August. He started his police career in Staffordshire Police which he joined in 1984 and rose through the ranks in a variety of roles. He is a graduate of the High Potential Development Scheme and after selection for the Strategic Command Course in 2008 he moved to Lincolnshire as Assistant Chief Constable (Safer Neighbourhoods) in 2009. Prior to his move to Lincolnshire, he had been Staffordshire's Head of Protective Services Basic Command Unit (BCU) incorporating Crime and Operational Support Divisions for 18 months, a BCU Commander at Trent Valley BCU for four years and Head of the Forces Human Resource Department for three years. When he was appointed to Assistant Chief Constable in Lincolnshire it was a return to the County because in his teens he lived in Billinghay and attended the Lafford School where he was head boy in his final year. Mr Smy has a Bachelor of Science degree in Applied Science with Mathematics from the Open University, post graduate qualifications in management and a Masters Degree in Business Administration. He has a particular interest in working with young people, tackling youth crime and victimisation and promoting participation of the community in volunteering, including the Special Constabulary. He has Regional ACPO responsibility for Volunteering. Mr Smy said: " I am honoured to serve Lincolnshire as the Deputy Chief Constable. This is a great force, full of amazing people. Despite the funding challenges, politics and bureaucracy I'm looking forward to 2014 because I know that every day someone in the force will do something to make me feel proud to be part of this team." Taxis stopped in Barnstaple as part of police operation This is North Devon -- TAXIS have been targeted as part of a new police operation to enforce the industry's safety and legal requirement. The scheme saw police and licensing officers carry out spot-checks on 20 vehicles in Boutport Street, Queen Street and outside Barnstaple Railway station. Five taxis were issued with advisories for minor issues during the operation. Police constable Paul Butler said he was pleased at the high standards that were seen. He said: "Of the vehicles we stopped, it was good to see that the vast majority were in good condition and meeting all the safety standards we would expect. Neath man who assaulted off-duty special police constable handed a suspended sentence This is South Wales -- A NEATH man who assaulted an off-duty special police constable at Neath rail station, following a night's drinking in Swansea, has been handed a suspended sentence.

Daniel Owen Tregoning of Derwen Deg, Bryncoch was sentenced at Swansea Crown Court yesterday, after pleading guilty at an earlier hearing to a charge of assault occasioning actual bodily harm.

The court heard that in the early hours of September 7, Tregoning, aged 19, was with a group of friends catching a train home after a night out in Swansea. 

The victim, an off-duty South Wales Police Special PC, was on the same Swansea to London Paddington service, travelling to work in Cardiff.

Following a media appeal to identify the attacker, Tregoning handed himself in at Neath Police Station.

In interview, Tregoning fully admitted that his behaviour on the train was inappropriate but claimed the victim threw the first punch. 

As a result of the attack, the victim suffered injuries, including cuts, swelling and stiffness, to his neck, chest, ribs, elbow, hands and knees.

Tregoning was sentenced to 24 weeks imprisonment, suspended for 12 months, and was ordered to carry out 150 hours of unpaid work on behalf of the community. 

Speaking after sentencing, Detective Constable Dilwyn Lewis, of British Transport Police (BTP), said: "Following a perfectly reasonable request from the off duty officer to keep the noise down, Tregoning's reaction was totally inappropriate. 

"Not only did he subject the victim to a vicious attack, he also exploited his knowledge of marial arts to exacerbate the assault.

"The victim was terrified during the attack, which left him struggling desperately for breath and on the brink on unconsciousness. 

"Tregoning's behaviour, which was clearly influenced by alcohol, was completely unacceptable and I hope the sentence sends a clear message that violence will not be tolerated on the rail network. 

"Tregoning is a young lad and I am sure he's learned a valuable lesson.

"Fortunately incidents such as this are rare, but when they do happen, we take them extremely seriously." Reported by This is 4 days ago.
